The objective of this report is to provide recommendations to Ministers on how Government
might stimulate and support innovation in and across service sectors to enable them to meet
the global challenges of the future. This report is one of five sectoral studies commissioned by
NESTA/BERR. Internet Content Services has been identified as an area where UK firms have
demonstrated a capacity for innovation and growth.

• The internet content services sector is a market of global proportions in the rapid
growth and take-off position within the business life-cycle.

The Childcare Act 2006 places new duties on local authorities to facilitate their
local childcare markets and secure, as far as reasonably practicable, sufficient
childcare provision for parents in their area. Section 11 of the Act requires that
local authorities carry out an assessment of the sufficiency of local childcare
provision in order to identify any gaps in the sufficiency of childcare.

Childcare sufficiency assessments are to be carried out at a minimum of
three-yearly intervals, and are intended to provide a baseline set of data on

Childcare Sufficiency Assessments: Guidance for Local Authorities

The Childcare Act 2006 (‘the 2006 Act’) expands and clarifies in legislation the vital role
local authorities should play as strategic leaders in facilitating the childcare market, first laid
out in the Children Act 2004. The 2006 Act reinforces the framework within which they
already work – in partnership with the private, voluntary and independent (PVI) sector – to
shape children’s services. It focuses in particular on sufficient, sustainable and flexible
childcare that is responsive to parents’ needs.

An Internationalisation Strategy and Action Plan for England’s Northwest

Already, international business plays a crucial role in the
Northwest.

In 2006, international exports of goods and services were
worth £29.7 billion, or a quarter of the value of the regional
economy.

There are already just over 2,000 foreign businesses
directly investing in the Northwest, employing 347,000
people, and accounting for 17% of the region’s economy.

Many global businesses and supply chains are controlled
from the Northwest.

The region’s businesses and research institutions play an
important role in global innovation.

Northwest Regional Economic Strategy 2006 - Baseline Update Report 2007: Progress One Year On

After the first year of the implementation of RES 2006, this report looks at the progress which has
been made. It follows the same format as the Baseline Report giving updates on the agreed range of
indicators/impact measures for each RES factor and progress with milestones for each RES action. It
has been compiled by accessing relevant data sources and by each lead organisation providing
information on action implementation.

It must be remembered that many of the impact data / indicators relate to the period before 2006,

The EU and You - How the EU affects everyday life in the UK

Introduction

Europe's power is easy to miss. Like an 'invisible hand', it operates through the
shell of traditional political structures. The British House of Commons, British
law courts, and British civil servants are still here, but they have all become
agents of the European Union implementing European law. This is no accident.
By creating common standards that are implemented through national
institutions, Europe can take over countries without necessarily becoming a
target for hostility… Europe's invisibility allows it to spread its influence
without provocation.

Annual Report: The Central Office of Information - 2008

Chief Executive's Foreword

With so much change in society, in government and in the world of communications, COI has to be in a state of permanent review.

Although society, government and the media are constantly changing, COI always has the same two balancing acts to pull off:

    * How can we nurture the professional esprit of each of our many specialist communications disciplines, while at the same time joining them up and integrating our service more effectively?

Small Business and Government: - The Richard Report

Small Business and Government: - The Richard Report - Submission to Shadow Cabinet - Doug Richard

As an entrepreneur, I believe strongly in the value of entrepreneurialism and
innovation and the role they can play in improving the quality of all our lives.

As an American living and working in Britain, I believe this country has a
significant role to play in the rapid globalisation of enterprise we are
living through.

That is why I was delighted to be invited by David Cameron to Chair this

The United Kingdom Report on the Re-use of Public Sector Information 2008

7
Public Sector Information: the right direction
Information is the infrastructure of our society. It is the
lifeblood of any democracy. It goes right to the heart of
the relationship between government and the citizen.
The web has changed the way we think about information.
It has also changed our thinking in terms of how we
access information and the ways in which we can re-use
information. Information is a vital asset in the digital
age, in much the same way as iron and coal were regarded
as vital resources to previous generations.

Public Sector Procurement Practice and the principles of External Economies, Clustering and the Global Value Chain

Can the public sector effectively apply the principles of External Economies to its procurement practice?

“External economies of scale (ES) occur outside of a firm, within an industry. Thus, when an industry’s scope of operations expands due to, for example, the creation of a better transportation network, resulting in a subsequent decrease in costs for a company working within that industry, external economies of scale are said to have been achieved. With external ES, all firms within the industry will benefit.” (What Are Economies of Scale? By Reem Heakal, January 2003)
