Since 2002, local governments in voivodships
have been buying rolling stock for local railway
services. They hope that small, inexpensive rail-
buses will reduce the running costs of most loss-
making routes. Experts claim that buying a rail-
bus that replaces a three unit EN57 EMU brings
savings in fuel and access costs that recover the
cost of a new train within about four years.
