This report chronicles how the POP Review Committee (POPRC) often fails to operate in line with its own rules of procedure and the text of Stockholm Convention, under pressure from the Europe. This will be illustrated using the recent example of how the European Union’s (EU) proposal on the pesticide Endosulfan at the Stockholm Convention was dealt with by the POPRC.

The Endosulfan workers in KOCHI stand up for the ban against Endosulfan. Through the letter they make an appeal to all the responsible citizens to think rationally than emotionally. They highlight the fact that careless use of a pesticide by the farmers should not lead to the ban of a useful product like Endosulfan. The Central Insecticide Board in 1999 proved Endosulfan safe and beneficial for use. The pesticide is highly soluble and thus cannot bio accumulate in nature, especially in Kerala due to the frequency of rains.

The reports against Endosalfan are conspiracy and false propaganda. In order to prove the truth, workers even demanded to have their blood samples checked for endosulfan residues.

The Workers of the Endosulfan family in India say that they have been exposed to endosulfan for over 30 years. Yet none of the farmers have had any health problems. The FRAUD NIOH study has been referred to widely in international conventions and by regulatory authorities worldwide in seeking a ban on Endosulfan. If a ban takes place then the condition of the workers will be worse. The workers seek support for a withdrawal of the NIOH report on Endosulfan by writing to the Prime Minister of India to let their voice be heard. Are you with them?

The presentation describes the role and relevance of endosulfan in agriculture. It is the only insecticide which is soft on Pollinators such as honeybees and beneficial such as ladybird beetle. It is widely recommended for use during pollination and in Integrated Pest Management (IPM) programs. The presentation states that the committees which reviewed the NIOH study on Endosulfan did not find any confirmation which states that endosulfan is harmful. In absence of confirmation the residues of Endosulfan reported by NIOH cannot be accepted. Besides the NIOH study has also reported Endosulfan residues far below the minimum limit of detection of GC-ECD. The call for a ban on Endosulfan is not justified on a scientific basis and endosulfan can be used on fruits and vegetables without fear of residues.

The presentation states that endosulfan is not banned in USA. Its registrations have been withdrawn by the Industry until the end of 2016. The volume of endosulfan used in the USA is small in comparison to the remainder of the world because the target insects are different and replacements are not available. The industry agreed to continue to supply endosulfan for specified uses in the USA over the next 6 years until 2016… http://whybanendosulfan.org

In an interview with Mr. pradip Dave, President, PMFAI, he has mentioned various issues which pose a threat to the Indian Pesticide Industry. The Central Insecticides Board (CIB), a Government of India body, has been issuing registrations for import of readymade pesticide formulations without registering the technicals. This presents a great danger for the country as even the government would not be in a position to know where the raw material comes from and whether it is toxic, sub-standard or expired.

The vigour of the NGOs' campaign against endosulfan concides with the decline in European interest in the pesticide. Farmers in India at large have found endosulfan to be a pesticide that does not harm any of the pollinator forms of life. The Kerala government has not been able to link causally the incidence of diseases to the use of endosulfan but is politically committed to banning the pesticide.
