Activation of EMMA Plan
The EMMA Plan is activated when a request for EMMA resources is
made. EMMA resources are normally provided to assist in local
government and operational area Emergency Operations Centers
(EOC’s) and community service centers staffed by federal, state, and
local officials. Therefore, requests for EMMA resources would typically
be expected after a local emergency is declared.
