The new agenda for Europe
The fighting in Georgia during the summer demonstrates vividly the kind
of Europe we thought we had left behind. Aggressive nationalism, ethnic
cleansing, and the use of force to resolve a dispute. Europeans have
seen all of this too many times before. No-one can bear to sit and
watch it happen again.
But what can be done to prevent it? There is no solution in simply confronting one military machine with another.
The Lisbon treaty, which was designed to help the European Union express a common view on issues of this sort, is stalled
after the Irish referendum. Perhaps there will be a second vote on the treaty in Ireland, but that is for the Irish government
to decide. (Funny how the Eurosceptics in Britain who insist that each country should be allowed to decide for itself are
now issuing instructions to the Irish on what they should do.) If there is no repeat of the referendum and the treaty is
dropped, there are still many opportunities within the previous Nice treaty that are still untapped. Not as good as the
Lisbon treaty, this would be a second-best solution that is nevertheless better than nothing.
