Policy Statement
A.1.1 Cheque and Credit Card Fraud Investigation Policy
Cheque and Credit Card fraud is recognised as a major economic problem
within the UK. Offences of this type are fast overtaking traditional forms of
crime as electronic payment replaces cash as the primary method of
purchasing goods and services.
Cheque and Credit Card fraud affects every one in society; directly those
who possess an account with a financial institution; indirectly those who pay
more for goods and services due to the ‘fraud factor’ - the price premium
imposed by companies to compensate for losses.
Cheque and Credit Card fraud is a volume crime, often involving victims
and offenders who live outside the City of London. Similarly, such offences
are frequently reported some time after their commission; involve a
fractured evidence chain, and rely heavily upon the co-operation of banks
and financial institutions. For these reasons, investigating Cheque and
Credit Card fraud presents unique challenges for investigators.
It is imperative that the City of London Police deal with Cheque and Credit
Card fraud in a structured manner; ensuring that limited investigative
resources are used effectively and helping to stem the year on year rise in
such offences*. This policy sets out how the Force aims to achieve this
goal; it contains specific guidance for all staff engaged in dealing with such
offences.
This policy has been developed following consultation with a wide range of
stakeholders including members of the City of London Police, other Police
Forces, the Home Office, financial services industry and the City
community. It incorporates both existing procedures and best practice from
around the UK.
