PETITION - SAVE HEOL LAS PARK PAVILION
Summary

To advise Council of a petition to save Heol Las Park

BACKGROUND
1.1
A petition containing in excess of 700 signatures has been received on the 4th
January, 2010 from the Birchgrove Community Association, asking the Council
to save the Heol Las Park Pavilion from demolition and to retain and refurbish
the building. The petition states that this refurbishment would allow sport to
flourish once again in Birchgrove and also stresses how important it is for the
community of Birchgrove and the surrounding area to get this pavilion up and
running once again.

COMMENTS
2.1
A report to Cabinet on the 19th November 2009 outlined the current position in
relation the Pavilion in Heol Las Park.
Heol Las Park Pavilion is situated in the centre of Heol Las Park and has not
been used as a public facility for approximately ten years. A series of Park
improvements have been implemented over the last two years in Heol Las
Park and the future of the pavilion has been considered during this initiative.
2.2
The building has been used in recent times as a storage facility for the Parks
Service based in that area. The condition of the premises has deteriorated
over recent years,
in particular because there has been no public use or
demand for the facility.
2.3
A visual survey of the building has been undertaken by Corporate Building
Services which highlighted
the indicative costs of repair for this pavilion at
£163,000. This cost reflects the extreme dilapidation of the premises and
