WSF Advisory Committee
September 27-28, 2006

September 27, 2006 - 4 p.m.
Chairperson Tammy Barkhurst welcomed members and WSF staff to the Fall meeting of the
Wyoming State Fair Advisory Committee, noting that this would be Barney Cosner’s last official
meeting as Director of the Wyoming State Fair. Members and staff in attendance were: Tammy
Barkhurst, Dudley Booth, Criss Crozier, Howard Gernant, Ron Pulse, RetaJo Punteney, Bryce
Reece, Jim Schiermiester, Kenny Taylor, Barney Cosner, WSF Director, Vicki Rupert, WSF
Assistant Director, and Darlene Hageman, WSF. WDA Director John Etchepare arrived at
approximately 5:30 p.m. Absent was Johnathan Despain.
The minutes of the August 19, 2006, Advisory Committee meeting were distributed. Jim
Schiermiester moved to approve the minutes as presented. Bryce Reece seconded. Motion
The 2006 Fair Fact report was reviewed (Attachment A). Director Cosner requested that the
future Entertainment Schedule be reviewed very closely.
Cosner stated that the 2006 WSF went well overall even though the drought and fires did
affect attendance at this venue that continues to attract a rural audience. He noted that the Carnival
is an important attraction at the WSF and that we need to be aware that Crabtree may not always be
available. There were numerous other unique situations that arose in 2006 that Cosner has not
experienced before in his career, including entertainers that backed out at the last moment and
judges that cancelled.
Discussion followed on the current and future operational expenses. It was noted that the
bill for increased electrical service in the Pavilion during the 2006 WSF was greater than $30,000,
and the more that is done to improve and expand facilities, the greater the cost. The City has
recently announced a proposed 33% increase in utility and service fees to the larger users, including
