Programme Area: National Volunteering 2007-2010
What is the aim of the programme area?
To promote volunteering as an effective way of reducing poverty and disadvantage in
Why is VSO working in this particular Programme Area and region?
China’s economic take-off since the opening and reform policy has not benefited all
equally, and the economic and social gaps between rural and urban, east and west, and
rich and poor are becoming wider. Volunteering is seen as one of the ways to bridge the
three gaps and to build a harmonious society, by the government and academia alike.
However, volunteer organisations lack capacity in organisational development, volunteer
programme development and management and partnership building. There is lack of
coordination and collaboration among grassroots NGOs and government organised NGOs
(GONGOs). Lack of understanding towards volunteering and volunteering opportunities
are also factors that hinder the development of national volunteering in China.
VSO China also aims to contribute to improving the quality of education and mitigate the
impact of HIV and AIDS in the poor western provinces of China through national
volunteering. We see the potential to use national volunteering as a means to achieve our
objectives in HIV and AIDS and Education. Chinese nationals are either working as peer
educators or alongside international volunteers.
