July 2009 General Fund revenues were 5.5 Percent below collections received
during July 2008. Comparing the four major General Fund collection categories,
both Corporation Taxes and Non-Tax Revenue were ahead of last year’s monthly
mark. However, the July 2009 PIT and Sales Tax were below the July 2008 totals.
The Rendell Administration has announced the estimated General
Fund revenue collections for Fiscal Year 2009-10 at $25.56 Billion.
This amount reflects essentially zero growth from Fiscal Year 2008-09.
While a monthly breakdown of revenue projections is not yet
available, it should be noted that collections for July 2009 were 5.5
Percent less than collections from the prior year. July 2009 collections
totaled $1.65 Billion, whereas those from the pervious year totaled
$1.75 Billion – a difference of nearly $100 Million.
Compared to the previous July, both Personal Income Tax
collections and Sales and Use Tax collections came in at a lower rate
in July 2009. Sales and Use Tax collections were down nearly 10
Percent from last year.
Of the four major General Fund revenue collection categories (chart
below), Non-Tax Revenue and Corporation Taxes came in at a higher
collection rate than a year ago.
Throughout the entire 2008-09 Fiscal Year, Pennsylvania failed to
