Community Relations and HR Director
NATURE OF WORK:
Plans, organizes and directs activities of the City Clerk’s office, public information services,
the intergovernmental relations program, and personnel services. The Director is responsible
for the development, recommendation and implementation of policies, programs and
procedures that accomplish the goals and objectives of the division. The Director reports to the
City Manager, assists city manager services with policy and legislative research and analysis,
and participates as a member of the City management team to assist in planning, organizing
and implementing goals, objectives and policies that affect the City. (This is an exempt position
under FLSA regulations.)
Serves as the statutory clerk to the City Council for regular and special meetings; directs
preparation, distribution and maintainenance of files of Council agendas and minutes. Reviews
City Council meeting agendas to ensure City Council procedures have been maintained, legal
notices and publication requirements have been met, and quasi-judicial correspondence and
agenda items have been clearly identified for appropriate handling. Ensures accurate recording
of the proceedings, preparation of the minutes, recording, indexing, and filing for the public
record. Distributes information as required.
Writes resolutions, proclamations, ordinances and other official documents as required.
Reviews actions taken by the City Council and directs notification required to federal, state,
and local authorities. Authenticates and ensures ordinances and resolutions and other public
documents are published, and files maintained as required by state law.
Determines dates for public hearings and bid calls and processes notifications and legal
publications and postings. Officiates or causes a designee to officiate at bid openings and
prepares bid results.
