GOVERNOR’S FOREWORD TO STAFF HANDBOOK
This handbook brings together a great deal of information relating to your employment with the
Bank. It contains your Terms and Conditions of Service, which is part of the formal contract that
you have entered into with the Bank. It describes the many facilities that the Bank offers to its staff.
And it also provides a short introduction to the history and functions of the Bank, and explains how
we are organised to deliver our core purposes.
Most importantly, it also describes the values to which the Bank aspires. The Bank’s Values
Statement is an attempt to describe as briefly and memorably as possible the Bank’s culture. It
covers our role as public servants, our relations with the public, our own behaviour, and our relations
with our colleagues. It is important that all of us, from the Governors down, do our best to live up to
these standards.
The Bank is a public institution with important public policy functions. Directly or indirectly, our
decisions affect the business and livelihoods of many people. This makes the Bank a uniquely
rewarding place to work in. It also requires us to aim always for the very highest standards. We
must be impartial and objective in our analysis and dealings, professional in our operations, and live
up to our reputation for integrity, never seeking to use information gained in our work here for our
own profit or advantage. In one way or another we are accountable, ultimately to Parliament and the
public, for all that we do here.
So I ask you to give of your best. The Bank in turn is committed to providing you with the training
that you need to do your job and with opportunities to develop your skills and yourself as a person
and to progress within the organisation. We recognise and reward good performance. We will give
