The Inter-American Drug Abuse Control Commission (CICAD) has the pleasure to
present the 1997 Report of the Inter-American Drug Use Data System, which is
compiled into four volumes: South America, North America, Central America, Panama
and the Dominican Republic and The Caribbean.
The preparation of this important statistical document on a hemispheric level, is the first
of its type prepared by CICAD. It constitutes a rapid response of the member countries
and the Executive Secretary of CICAD to the Hemispheric stipulations of the Anti-drug
Strategy and its Action Plan regarding the urgent need to collect, analyze and disseminate
information. This would allow for the identification of high risk groups, their
characteristics and needs, and the tendencies identified with relation to drug demand in
the American continent.
The information contained in this report, is the product of arduous work and
determination on the part of the national coordinators, an Advisory group of specialists in
this field, and of the personnel of the Inter-American Data Bank - CICAD. Their dogged
determination and enthusiasm in this venture merits recognition. Furthermore, a special
mention is deserved of the support received from the CES University of Medellin,
Colombia, and the General Management of the Epidemiology Department of Mexico’s
Secretary of Health.
With this publication and the referred to statistical data of the activities of control,
CICAD endeavors to facilitate to the member countries, valid instruments and standards
which contribute to the decision making process and the formulation of national and
hemispheric politics to confront the drug abuse and related crime problem more
