Notice of Permit and Enforcement Actions
1. Section 10 of the Rivers and Harbor Act, approved 3 March 1899, (33 USC 403) prohibits the
unauthorized obstruction or alteration of any navigable water of the United State. The construction of
any structure in or over any navigable water of the United States, the excavation of material in such
waters, or the accomplishment of any other work affecting the course, location, condition, or capacity of
such waters and all activities under the purview of Section 404 of the Clean Water Act, which regulates
the placing or discharge of dredged or fill material in any water of the United States, are unlawful unless
the work has been recommended by the Chief of Engineers and authorized by the Secretary of the Army.
2. During the period 01-JAN-2002 to 31-JAN-2002 and under the provisions of the above-referenced acts,
the following permit and enforcement actions were taken by the St. Paul District, Corps of Engineers.
