The Challenge.
If Network Centric Operation means:
- Interoperability of services (voice as well as data) in a combined
and joint warfare scenario
Then Effects Based (approached) Operations (EBO) means:
- Interoperability of services (voice and data) in a long-lasting,
changing, dynamic, overlapping, comprehensive, political,
military, governmental and non-governmental scenario

The Scenario I.
A military operation usually has limited objectives that it tries to
achieve and is rather concrete and operational.
For example:
- Stop weapons proliferation to Hezbollah.
- Oust the Taliban regime…
Effects based (approached) operations are much less concrete and
the scope is much broader and much less operational.
For example:
- Establish democracy in Iraq.
- Bring about unification of North and South Korea.

The Scenario II.
Possible Stakeholders in an Effects Bases Operation are:
- In a pre-military conflict phase: diplomatic services, international
organizations, MoDs, social organizations …
- In the military phase: own forces, NATO/EU and other forces
(coalition of the willing), logistic partners…
- In a post-military conflict phase: all of the above plus technical
assistant and reconstruction teams, civil medical organizations,
infrastructure companies, development aid representatives, …
One possible approach toward a solution for this complex challenge is
a Security
Architecture Framework (SAF) based on a Service Oriented
Architecture (SOA) a
