Directions on filling out the Civil Rights Assessment and Outreach Plan
District Conservationists should fill out the plan using their knowledge of the field office operations
and the provided spreadsheets with data summarized from the US Census 2000 and the 2002 Census
How to fill in the following questions:
Pg 2. Overview of FY__ Objectives – Add in some objectives for the current fiscal year and have
your Area Conservationist concur
Pg 3 & 4. Representation of the County Boards and Committees – Use your local resources to find
out the racial/ethnic makeup of the local boards in your county
Pg 7. Population of YOUR County (section 3A) – The excel spreadsheet provided has county
population data for every New York county under the General Co Population Data tab broken
down by race. Make sure to scroll over for the male/female population numbers.
Pg 7. Total Population Urban, Total Population Rural (section 3A) – The excel spreadsheet provided
has urban/rural totals for each New York county under the UrbanRural tab.
Pg 7. Agricultural Population of YOUR County (section 3B) - The excel spreadsheet provided has
2002 Census of Agriculture data within the Ag Stats Principal Operator tab.
Pg 8. List of Local Female/Minority Groups and Organizations (section 4A) - Use your local
resources to find out the contact information for possible outreach opportunities to these groups.
Pg 9. Data Gatherers and Outreach Assistants (section 4B) – List any available persons who can
provide assistance in gathering outreach data or providing outreach opportunities
Pg 10. Points of Contact (section 4C) – List the points of contact where you can find information
regarding the groups which would be useful to focus your outreach on. Examples are provided in the
Pg 11. Services and Programs Currently Provided (section 4D) – List the current Farm Bill programs
as well as other services that the NRCS office provides.
