August 2009 General Fund revenue collections were below estimate by $19.9
Million. Total collections for the month were marked at $1.6 Billion. The shortfall was
the second this fiscal year and the 16th consecutive dating back to the end of Fiscal
Year 2007-08.
Pennsylvania’s General Fund revenue collections for the month of
August 2009 totaled $1.6 Billion – about $19.9 Million below the
Department of Revenue’s official estimate for the month. Although the
shortfall is moderate compared to those experienced last fiscal year
(2008-09), it marks the 16th consecutive month in which revenues
were below estimate.
Last month, the Department of Revenue certified the state is
expected to collect a total of $25.56 Billion in Fiscal Year 2009-10.
This represents a near zero growth from last year.
Of the four major revenue collection categories, both Corporation
Taxes and Non-Tax Revenue both showed above-estimate collections
for the month, coming in $3.9 Million and $14.2 Million ahead of
projections, respectively.
The other two categories – Consumption Taxes and Other Taxes –
were both under estimate. The declines in these categories were
driven by a $13.4 Million shortfall in the Sales Tax and a $28.31 Million
shortfall in the Personal Income Tax.
Through two months this fiscal year, the state is nearly $22 Million
below the projected revenue mark, as last month also showed a $2.1
Million shortfall.
