CIVIL ENGINEER II
JOB CLASSIFICATION
GENERAL FUNCTION
Responsible for all phases of design, planning, implementation and construction of public work projects which
include water, wastewater, storm water and roadway work. Duties include initial layout for right of way,
researching deeds, contact with adjoining properties to begin acquisition of needed property, managing of any
needed consultant contracts, adherence to any federal, state or local regulations, design and layout of project
drawings and specifications, overview of bidding process and construction management of project to completion.
REPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES (Note – This list is intended only to

them from the position. )
Evaluates utility, roads, and general site work for plats, commercial, multi-family and city initiated projects and
work performed in City Rights-of way for compliance with applicable City codes, ordinances and regulations.
Interpret and explain city, state, federal and APWA codes, ordinances, specifications, policies, procedures and
standards to the public.
Review and approve development proposals. Approve permits, conduct pre-construction meetings and explain
permit conditions to applicant as required.
Design and manage construction of City street and utility projects. Oversee the selection and management of
consultants employed by the City. Oversee or direct the Preparation of plans, specifications, cost and quantity
estimates, and bid documents for public works construction projects. Provide initial planning of projects and assist
in establishing schedules and budgets. Coordinates with adjoining property owners, city and state stakeholders in
projects.
Respond to inquiries and complaints; assures that appropriate information is provided and problems are resolved.
