Ministry of Public Works, Government of the Republic of Indonesia has a long successive
experience in water resources development and management at river basin level in Indonesia.
Since 1974 the government has issued Law No. 11/1974 concerning water resources development
governing the best practice and benefit in technical irrigation scheme such as Jatiluhur irrigation
(200.000 ha) including river and swamp development. In 2004, due to the rapid development of
river basin, the Government of Indonesia has enacted Law No. 7/2004 on Water Resources with an
aim of promoting the Integrated Water Resources Management at basin level which emphasized
on three regulatory pillars consisting of water benefits, water destructive power and water
conservation in an integrated way. The basic principle of water resources management under the
Law is therefore involving the efforts to plan, implement and monitor as well as evaluate the
subsequent implementation of water utilization, conservation, and mitigation of water resources
disastrous potentials. In the year of 2007, the Central Government established 30 Public Utility
Type River Basin Organizations under the jurisdiction of the Central Government, out of 3 river
basins have been managed by Corporate Type River Basin Organization i.e. Jasa Tirta I and Jasa
Tirta II Public Corporation. In collaboration with Provincial Government, Government of Indonesia
has established also 53 Public Utility Type River Basin Organizations under jurisdiction of the
Provincial Government in 14 provinces. In collaboration with Network of Asian R
