Mr. Weaver,
Thank you again for the opportunity to present a proposal for law enforcement services to the City of
Carlton. Modeled after the proposal submitted to you on September 2nd, the attached document has been
modified only slightly in an effort to clarify, summarize and condense our presentation.
The Yamhill County Sheriff’s Office recognizes Carlton as a growing, vibrant community that is
strategically located in the heart of our County. Our personnel have been involved in your community for
many years. Several of our Deputies call Carlton home and many others have family and friends who live
here. On a personal note, my family moved to Carlton in 1969. After graduating from Yamhill-Carlton High
School in 1973, I moved to Seattle where I attended college and began a career. When my wife and I were
expecting our first child, we wanted to raise or family in a nurturing, family oriented community. With this
in mind, we returned to Carlton where we built our home in 1982. My parents and family members remain
active in Carlton. I list these facts only to accentuate my great love for the City of Carlton, and commitment
to seeing its citizens and businesses prosper.
Sheriff Crabtree and I have prepared this proposal with one goal in mind: To enhance the quality and
livability of life for Carlton residents and business owners by overlaying the city with our model of highly
efficient, fiscally responsible and customer oriented law enforcement services. We believe that there is great
value in having consistency in law enforcement services on a county-wide basis, and that by assuming this
responsibility in your City we can increase the law enforcement presences and enhance community policing
services to Carlton citizens.
