AUSTRALIAN DEVELOPMENT SCHOLARSHIPS

Country Strategy
The overarching objective of Australia’s development cooperation
program with China is to further mutual national interest by
supporting China’s balanced development policies and working
together in the region.
This is outlined in the China Country Program Strategy 2006-2010
(see http://www.ausaid.gov.au/china/aid.cfm).
The strategy aims to support China’s policy development in the
priority areas of environment, health and governance, and on
building institutional partnerships between the two countries.
Scholarships to study in Australia are an important way to facilitate or
complement such partnerships and policy development work.
Scholarship Priority Areas & Structure
The Australian Development Scholarships (ADS) program in China
seeks to promote human resource development in the country’s
public sector, with a particular focus on policy reform in the priority
areas of environment, health and governance.
The China ADS program provides 24 scholarships every year.
Scholarships are available for Chinese public sector employees to
study Masters degrees in Australia.
The scholarships support studies over a period of 12 or 18 months.
The priority areas of study for China ADS awardees are aligned with
the priority themes of the China Country Program Strategy:
− environment (especially water resource management, climate
change and clean energy);
− health
(especially public health, HIV/AIDS and other
communicable diseases); and
− governance (especially economic reform, public sector reform
and social security policy).
The program aims to achieve a gender balance, with at least half of
the scholarships awarded to women.
The Application Process
At the start of each year, AusAID and China’s Ministry of Commerce
(MOFCOM) identify those central and provincial government
authorities, and those sectors, that will be prioritised for scholarships.
