PUBLIC NOTICE
ONE-YEAR ACTION PLAN FOR FISCAL YEAR 2008-09
NOTICE IS HEREBY GIVEN that the El Cajon City Council held two public hearings to accept and consider public testimony regarding the
allocation of funds from the Community Development Block Grant (CDBG) program and the HOME Investment Partnership funds on
Tuesday, February 26, 2007 at 7:00 p.m. and on Tuesday, March 25, 2007 at 3:00 p.m. in the El Cajon Council Chambers at 200 E Main St.
El Cajon, CA 92020. CDBG and HOME grants are funded by the U.S. Department of Housing and Urban Development (HUD). The CDBG
funds must be utilized to meet one of three national objectives to qualify for funding: 1) benefit 70% low and moderate income persons in the
community; 2) aid in the elimination of slum and blight; or 3) meet other community development needs having a particular urgency because
existing conditions pose a serious threat. HOME funds may be used “to provide incentives to develop and support affordable rental housing
and homeownership affordability through the acquisition, new construction, reconstruction, or rehabilitation with suitable amenities, including
real property acquisition, site improvement, conversion, demolition and other expenses. It may also be used to provide for the payment of
reasonable administrative and planning costs, and to provide for the payment of operating expenses of community housing development
organizations (CHDOs) – 24 CFR 92.205(a).” Each participating jurisdiction must set aside 15% of their HOME entitlement for CHDOs. The
El Cajon City Council took these tentative actions at the Feb. 26th public hearing: allocated $1,234,525 of anticipated CDBG funds, and
$759,051 of anticipated HOME funds. Preliminary allocations were made and are subject to public review. The projects and programs below
reflect those allocations made at the March 25th public hearing.
