SUMMARY
This Circular promulgates the tendering and purchasing procedures and updates the
relevant guidelines. EDB Circular No. 30/1999 is hereby cancelled.
School management committees or incorporated management committees of all aided
schools should ensure that the procurement system of their schools is properly administered
with checks and balances in place. Also, schools need to adopt a sound control system,
maintain proper records and conduct periodic inspections of all purchases. When using
Government subventions to purchase stores, procure services, and carry out minor repairs as
well as when using the set-up fund to purchase stores in the case of new schools, schools
should follow the procedures and the guidelines set out in this circular.
