OFFICIALS NAMED IN RECENT R.I. CHILD ABUSE SCANDAL CELL PHONE VID & DOCUMENTS SHOW RECENTLY ACTIVE CHILD/DRUG TRAFFIC, COVER-UP RING INFESTED DIOCESE, POLICE, SCHOOLS SUSPICIOUS LINKS TO NATIONAL TRAGEDIES Thumbnail diagram of Rhode Island corruption and suspicious links to national tragedies EXPANDABLE VERSION LINKED AT END OF DOCUMENT In the wake of public demand to rescind limitations statutes on decades-old child abuse within the Diocese of Providence, child safety advocate and State Attorney General candidate Alan Gordon says he has a list of area officials' names involved in much more recent cover-ups, with evidence. Gordon says the official cover-up evidence below warrants immediate focus to protect children and hold perpetrators accountable. Gordon's brash 3rd-party campaign style belies a more sober background -- in 2012 he topped his law school Class in Criminology and Criminal Justice, and in 2009 he used his telecommunications experience to work with Bermuda police, schools and neighborhood groups to prevent online child predation. And in 2010, not just one, but two, of Bermuda's Attorneys General (then-sitting, and a previous one) wrote overseas letters on Gordon's behalf, expressing appreciation for Gordon's child protective and other volunteer legal research, playing a role in Gordon's later unconditional Pardon for felony cannabis from the State of GA's hyper- strict Pardons Board. Now Gordon says he has strong evidence (below) of a recent and/or ongoing RI child abuse and drug dealing cover-up ring protected by local officials. Gordon says his 2 main points of evidence (below) paint a picture of a recent, severe abuse ring in which officials in the Church and State were involved in abuse and official cover-ups. Summarily, the 2 points of evidence are as follows (detailed description below): 1. Affected children were not adequately protected or polled, amidst other severe investigatory failures, in 2015-16 when fresh evidence became available of a serious, recent Special Needs Child abuse/trafficking ring among Church, School and Civic Organization Officials. 2. Investigators and other involved officials in the case show a pattern of this exact or highly similar type of cover-up, in other smaller criminal justice matters. 1. Special Needs Child Abuse/Trafficking Investigation not Undertaken Within a short period of time in 2015-16, two men with the same last name were both caught, just over the State line from one another, in Special Needs child abuse red flag situations. Neither were properly investigated, nor were they tied to one another despite the obvious 3 links of name, geography, and Special Needs child access in the context of abuse. State police and school districts failed to link suspect to Anthony Tedeschi (see below) despite same last name, same geography, same Special Educator role, and same crime. (also see https://www.wpri.com/news/crime/court-docs-student- told-aide-to-stop-touching-him/1044425461 ) State Police and Diocese failed to take appropriate action given that perp had been dressing the altar boys for the past three decades at Ss. Peter and Paul Cathedral. State police and the Diocese failed to take appropriate action given that a Priest was evasive (relative to other statements) about how close with the perp he personally had been, and/or when and why the perp had ceased dressing altar boys there at the Cathedral. State Police and Knights of Columbus both failed to take appropriate action given that the perp was the State's highest ranking Knight of Columbus liaison to the Diocese. The State Police detective in charge of investigating the matter (Det. Kevin O'Brien) failed to see that previous altar boy families and similarly endangered persons in the Knight of Columbus were warned and/or polled of the danger. Startlingly, Det. O'Brien not only failed these safety measures, but then shortly thereafter retired from police work, and went to work as a victim rights investigator for the very Diocese Tedeschi had just left -- the ol' switcheroo -- where Det. O'Brien still failed to warn parents of the danger Tedeschi had presented over past decades dressing the altar boys. But it gets worse. 2. Det. Kevin O'Brien's History of Cover-ups Det. Kevin O'Brien has a history of official cover-ups in alarmingly similar contexts, both (A) as a State Police Detective, and (B) as a Compliance Officer for the Diocese. Det. Kevin O'Brien shows a distinct pattern of other cover-ups and dishonest behavior favoring authorities who abuse their positions dishonestly over victims. A. O'Brien's Cover-up of Official Corruption/Abuse Within the Diocese (Note: all references below to the "video" refer to a recording taken and preserved by Alan Gordon, available upon serious request) After retiring from the State Police, Det. Kevin O'Brien took employment for the Diocese of Providence as "Compliance Officer," whose job it is to protect parishioners from church officials, and investigate abuses therein. While O'Brien's top duty should have been investigating the prima facie high risk of a child abuse ring within the Church, O'Brien instead took the strange action of compiling a deliberately, demonstrably dishonest internal Diocese report against a whistleblower parishioner, instead of against any of the Church officials implicated. In an odd twist of luck, the ring might never have been discovered had it not been for O'Brien's strange, unpredictable attack on the whistleblower, and its downstream consequences. In April 2015, as the Tedeschis were getting in trouble and immediately after Det. O'Brien began working as an investigator for the Diocese, O'Brien sent a deliberately dishonest report (cover-up) to Diocese Bishop Thomas Tobin about a video-recorded attack committed within the Cathedral by an off duty police officer, who was then recorded seeking to cover it up with false police reports and other dishonesties. O'Brien's secret report -- which Bishop Tobin has not made available -- concerned an attack within the Cathedral by an off duty police officer (Frank Almeida) who was video-recorded (i) Falsely claiming to be a Cathedral employee (ii) Obscuring his name/identity (iii) Filing a report (which upon video review he had to have known was false) with responding Providence Police against his victim (iv) Lying to the Cathedral Priest, then, when that failed, extorting the Priest to back up the false police report -- the Priest's behavior in the video immediately changed when Almeida furtively told the Priest to "remember my testimony, Father." (v) Receiving, in bad faith, furtive hand signals from a Church Security Guard warning him to the presence of the video recording device at the time of the extortion and false report. When a complaint reached the desk of Diocese Compliance Officer Det. O'Brien, the person whose job it was to investigate abuse by authorities within the Church, O'Brien refused to view the video recording of the attack and subsequent cover-up. Instead, despite knowing that the video was available, O'Brien began to investigate the victim as the perpetrator, then (according to O'Brien himself in a telephone interview) reached a report conclusion diametrically opposed to the factual content of the video. O'Brien's final internal Diocese report claimed the victim/whistleblower was the attacker, and investigated her instead of the wrongful use of Church authority to harm her. The consequences would soon reach to the other side of the Atlantic O'Brien ignored video evidence of a policeman dishonestly representing himself as Church personnel, then quickly using standard illegal cover-up techniques such as reporting an attack victim for things the video shows she could not have done, to cover up his attack on a parishioner in the Cathedral. Ex-policeman O'Brien therefore covered up a police cover-up of a crime, for the Diocese. This is not the man Rhode Island needs protecting children from cover-ups in the Church. O'Brien investigated a person, the victim, who was not an authority in the Diocese (although his duty is to investigate official abuse, which he committed). He did not investigate a person falsely claiming to be a church authority who was not, who attacked, then filed a false police report, then extorted a Priest with help from a dishonest on-duty Church Security Guard. This is not the right sort of person to investigate timid claims of child abuse. O'Brien's report is proved false by the video recording itself, and yet O'Brien forwarded the known-false internal report to Diocese Bishop Thomas Tobin, who responded by using its findings in a widely-ridiculed column he wrote seeking to protect the "testicles of young men," causing a popular media stir across the Atlantic Ocean. Bishop Tobin's testicle reference was unusual because he obliquely cited a study about grown men's testicles, and the men in the study he cited were mature adults, not young ones. Det. O'Brien was aware of a crooked police cover-up in his Diocese, but rather than investigate as his job required, he furthered the cover-up. This does not bode well for the public's faith in O'Brien's protection of children from the Tedeschis -- but it gets worse. O'Brien had also been involved in helping crooked police cover up a drug racket, immediately before his retirement from the State Police. B. Det. O'Brien's Police Participation in Monopoly Drug Price Fixing Here, evidence is presented that Det. Kevin O'Brien, just weeks before retiring from the State Police to go work for the Diocese not investigating the Tedeschis, assisted some other corrupt retired police in a drug/medicine price fixing monopoly racket. In the racket, medicine prices were dishonestly kept high, and access bottlenecked to a narrow retailer class dominated by ex-police, and Det. Kevin O'Brien, working for the State Police, assisted in the racket via dishonest/misleading public statements. Det. Kevin O'Brien assisted the racket by interpreting the law one way (beneficially) for specific ex-police selling medicine in a near-monopoly, while he dishonestly interpreted the same law the other way (adversely), very publicly, for regular citizens in need of medicine. While the racket and O'Brien's role in it are minor compared to child trafficking cover- ups, the matter is still gravely serious, for two reasons: 1. It restricted patient access to medicine for no other reason than money; and 2. It shows a willingness to assist other police crimes using official status. BACKGROUND TO THE DRUG RACKET: Licensed commercial sales within the State of Rhode Island's medical cannabis program have always been limited to only 3 outlets, and have always been dominated by the first and largest outlet, the Slater Center, which is owned and operated primarily by a ring of retired RI police. While the group's lobbying has been hyper-effective at tightening restrictions on patient self-reliance while loosening restrictions on themselves, this is not in and of itself illegal without evidence of bribes -- but when the State Police expressly mislead patient advocacy groups, to boost the Center's existing advantages, that comes unsafely close to drug/medicine price-fixing and racketeering under color of law. The level of alarm to be raised by this minor (relative to child abuse) event is heightened because Det. Kevin O'Brien was the policeman behind it, right when he should have been investigating the link between Tedeschi and the Diocese, and just before he helped another police cover-up at the Diocese. To wit, in 2014, nothing in the cannabis law prevented patients from using butane (an explosible, toxic-but-legal solvent) to extract concentrated cannabis resins, and the Slater Center sold many products made in this way. Just as the butane method became unpopular -- from a massive Providence fire -- the Slater Center purchased a very expensive (6-figure) machine to use non-reactive solvents instead of butane. At that time, right as the Slater Center began selling the new product uniquely in RI, Det. Kevin O'Brien started a panic in the medical cannabis patient community by wrongly telling news media that butane-extracted cannabis concentrate -- which police had openly sold for months -- was illegal, citing an Advisory from Attorney General Peter Kilmartin that was not produced and was in the absence of any statutory or regulatory changes. Det. O'Brien intimated that the butane product recently abandoned by the Slater Center's police owners was now somehow unlawful, when it was merely inadvisable. This created wrongful pressure to purchase a no more-legal alternative from its only licensed supplier, as opposed to trying to make one's own lawfully. Since O'Brien or the Attorney General could have recommended any number of non- explosible, relatively non-toxic extraction solvents for cannabis (such as cold water, dry sifting, or ethanol), the butane alarm seemed deliberately raised - for the purpose of funneling patients to the monopoly Dispensary run and owned by ex-policemen. While this, like the matter of the off-duty policeman extorting a Priest to help a false report, may seem minor compared to child abuse, Det. O'Brien's role in these "color of law" corrupt police offenses is deeply disturbing, especially given the timing relative to the child abusers he under-investigated so eagerly. _______________________________ Det. Kevin O'Brien badly let down the Special Needs children, Diocese, the State Police, the Special Educators' community in Rhode Island and neighboring States, the Knights of Columbus, and cannabis patients. Each of those institutions gains its very purpose by the special care they offer the most vulnerable persons in our community -- that's what those institutions are for. In the context of Special Needs child traffic/abuse, controlled substances, medicines and/or drugs being used with bad intent by bad-apple lawmen are doubly disturbing because of the following loosely connected facts: 1. ANOTHER EX-COP, OFFICIAL GIVEN CARTE BLANCHE FOR ABUSE -- Former policeman John Carnevale was arrested 3-4 times for serious domestic battery at times raising to the level of kidnaping and domestic strangulation. He was never charged, and then, shockingly, while serving as a State Representative, was indicted for serious sexual battery with DNA evidence and a victim statement made before she died inexplicably just after indictment. Shockingly, Carnevale was not even asked to step down from his seat in the House, but was instead given a plum Finance Committee co-chair seat, in which he sought to chair hearings to give the Slater Center further monopoly advantage, while further restricting patient self-reliance - before he removed himself from the chair's seat as clamor began to erupt. 2. NEARBY POLICE SGT., CHILD GROOMING, DRUGS -- A nearby MA municipal police Sgt. Was recently caught with mislabeled date rape drugs and child porn after seeking online child meetups. 3. GOVERNOR'S AIDE UNDERAGE BOOOZE AND SEX ASSAULT -- An aide to Gov. Raimondo was recently charged with sexual assault and providing alcohol to a minor. 4. PARTY OFFICIAL PREYED ON YOUTH -- Providence GOP official charged with using role as official in his own small church to groom child victim for years of abuse. 5. DRUGS USED TO PIMP SPECIAL NEEDS HOME YOUTHS -- Young Special Needs men in a nearby Group Home were deliberately provided addictive drugs, then pimped out against the drug debts. State Representative calls Group Home a prostitution house, says after children there pimped. 6. STATE-DRIVEN PROSTITUTION -- UHIP software and benefit check crash caused human traffic and child endangerment, says State Senator. 7. SEXUAL HARRASSMENT, COVERUPS AT THE YMCA -- The UHIP software orchestrator, Jamia McDonald, defended former State Police Commissioner against claims of sex harassment and cover-up experience boasting at Greater Providence YMCA. This was despite the former Commissioner's history of police promotion exam result fixing and related coverup. Please note that the YMCA is a venue with vulnerable children. Inexplicably, Jamia McDonald: A. despite not even being a State employee, serves as the State's Public Health Representative on the RI Overdose Prevention and Intervention Task Force -- which recently bucked overwhelming public sentiment by examining in earnest a recommendation to seize children from mothers using lawful medical cannabis, made by the Office of the Child Advocate (see p. 12 of McDonald's Task Force's publication). B. While not a State employee at present, she previously directed the Department of Children Youth and Families (DCYF) until the UHIP software she implemented crashed so badly that human trafficking resulted, and now works for the private sector firm whose UHIP software crash wasted millions of tax dollars and caused human trafficking and child endangerment. In essence, she wrecked the State's UHIP software with a shady non-performing contractor, then resigned in disgrace, and went to work for the contractor who harmed our State and its children. And now she is the State's Health representative on the opiate death prevention council, examining ways to take babies from law abiding Rhode Island mothers -- against current federal housing and benefits policy. 8. SPECIAL NEEDS SCHOOL EMPLOYEE'S STRANGE CRIMINAL CASE -- MA Special Needs school IT professional busted in RI with child porn and given slap on the wrist sentence around the same time of serial RI State IT meltdowns. These events also shortly preceded a child porn mass-manufacture bust of an elementary school principal nearby in CT with same last name.MA Special Needs school were pedophile IT professional worked is infamous for using electroshock on Special Needs children for behavior control. (RI's Butler mental hospital was once the site of electroshock experiments on autistic and other Special Needs persons as part of "MKULTRA" behavior control research conducted by the CIA's Dr. Robert Hyde (!). 9. CIA MKULTRA behavior enhancement program from the 1950s-era, and as practiced at RI's Butler mental hospital by Dr. Hyde was done in part for the purpose of creating savant-like behavior in soldiers/athletes, via selective application of trauma, including sexual trauma and electroshock. 10. MKULTRA projects were spearheaded by a CIA employee and former New England top drug detective, George Hunter White, who openly bragged of raping and killing in his CIA retirement letter, and who was known to have corrupted State and/or municipal police, prosecutors and/or judiciary to further his "get out of jail free" chit plan for those sex workers and drug addicts who provided him unsuspecting civilians for further experimentation -- which involved drugging unwitting US civilians, and recording their sexual encounters, often for extortion purposes. White claimed to have applied direct genital torture and/or drugs to both men and women in order to get information. 11. MKULTRA experimentation like that practiced by White was applied in a federal prison to gangster Whitey Bulger, who later murdered and tortured New England victims, including some from Rhode Island, at will, with the protection of an FBI "handler". 12. Former State Police Commissioner and current YMCA head Col. Stephen O'Donnell is A. said to have engaged in a Connolly-Bulger style "handler and criminal" relationship with Wayne David Collins, who was involved with O'Donnell in a police intelligence breach leading to compromised police promotion exams. B. suspiciously tied to the Nov 2017 mass shooting in Las Vegas. 13. Wayne David Collins, who was allegedly "handled" by Col. O'Donnell the State Police Commissioner, coaches high school football with the head of the Broward County Sheriff's Department, two deputies of which have been accused of perpetrating or covering up child sex abuse (i) Deputy Scot Peterson's son's sex assault case was cover up, and, separately (ii) a School resource Officer Sheriff Deputy made passes at female students at the high school where the mass shooting occurred.. 14. Accused Broward mass shooter's final text indicated coaches were targets. All of the adults killed that day were coaches. 15. The Las Vegas shooter's father Benjamin, despite an extensive felony record, was once made special deputy sheriff football coach for wayward youth. The elder Paddock was inexplicably let off over-easily from numerous State and federal felony charges, including prison escape. He used multiple identities, has a family history of child pornography (the Las Vegas mass shooter and his brother were both later found with child porn), and was in federal prison at or around the same time Whitey Bulger suffered CIA MKULTRA mind control research in federal prison -- Paddock was a textbook example of an MKULTRA agent with induced multiple personality disorder. 16. Penn State University football Coach Jerry Sandusky was accused of recruiting wayward youth through the Second Mile Foundation, to groom them extortively for abuse and commercial trafficking. 17. CIA MKULTRA behavior enhancement program from the 1950s-era was done in part for the purpose of creating savant-like behavior in soldiers/athletes, via selective application of trauma, including sexual trauma and electroshock. 18. During police interviews for a serial rapist (hundred of victims with official coverups) trial investigation, Michigan State University and Olympics Gymnastics Dr. Larry Nassar seemed confused, saying he had helped his victims. During Nassar's sentencing, his colleague the Olympic chiropractor was murdered in Providence, Rhode Island, by a sex assault victim. 19. The Vegas shooting took place in a gambling headquarters, at which unusual sports bet results could be purchased of hyper-talented athletes played a scripted fixed result, realistically to oblivious fans, instead of a contest. Such a ploy would allow laundered payments (through bets against gambling bookmakers) for contraband goods and services to appear as if they were simply clean sports bets. 20. Against all odds, RI State Trooper Conor O'Donnell (the son of Col. Steven O'Donnell, handler of David Wayne Collins the Broward FL HS football coach) was covered in blood at the scene of the Las Vegas mass shooting. Trooper O'Donnell claims the blood came from rendering aid to an injured off- duty lawman after first fleeing (at his father Stephen's advice-by-phone) as the bullets flew. Conor O'Donnell's story raises three interesting questions: A. How did Trooper O'Donnell know the injured victim he assisted was an off-duty lawman? B. Of the many injured people requiring assistance that night in Las Vegas, by what reason was Trooper O'Donnell led to the injured off duty officer, as opposed to a different victim? C. Was Trooper O'Donnell's choice to help the injured officer based on seriousness of injury, or profession of victim? The evidence of an official cover-up ring of child abuse, trafficking and rip-offs is overwhelming -- and more disturbing still are the undeniable links to national tragedies. If it looks like a child predator cover-up ring, quacks like a child predator cover-up ring, and smells like one. . . it's a child predator cover-up ring. Amidst the cries for vigilante violence where no legal justice seems evident, we must instead pray for peace and order, and not succumb to the same hatred and fear driving such abuses. Even after the Holocaust, justice tribunals were formed, and, imperfect as they were, became the twin pillars of newly defined legal concepts still resounding today (i) following bad orders is no excuse to deprive fundamental rights, and (ii) not even laws (or lack of them) can overcome such fundamental rights.
