September 2009 Revenues Fall $118.6 Million Below Estimate;
Year-to-Date Shortfall Marked at $140.6 Million

September 2009 General Fund revenue collections fell short of the official monthly
estimate by $118.6 Million. As a result, the year-to-date shortfall is now marked at
$140.6 million. The state has yet to meet a monthly estimate this fiscal year and
has fallen short each of the last 17 months dating back to fiscal year 2007-08.
Three months into the 2009-10 fiscal year and Pennsylvania
General Fund revenues are already $140.6 million below the
Department of Revenue’s projected estimate for the year. The year-to-
date shortfall comes after September revenues came in $118.6 million
below projections.
The economic downturn in Pennsylvania has now led to 17
consecutive months of below-estimate monthly collections.
Of the state’s four major General Fund revenue collections
categories
, only Corporation Taxes exceeded projections
in September – all other collections fell short.
The Sales Tax and Personal Income Tax – the state’s two largest
revenue contributors to the General Fund – were driving factors
behind the September shortfall. Sales Tax collections totaled $633.4
million, which was $38.8 million less than anticipated. The Personal
Income Tax generated $835.4 million, which was $69.5 million short of
projections.
