Chester K. Machniewski, P. Eng.

PRINCIPLE FIELD OF INTERESTS
Mr. Machniewski graduated with an honors degree in structural engineering from Trinity
College, Dublin, Ireland in 1980.
His principle field of activity is in Building Science where he is concerned with the failure of
components such as roofing membranes, or with the full or partial collapse of structures. He is
an expert in remedial measures needed to correct building problems such as concrete failure
and timber decay as well as waterproofing, EIFS, stucco claddings and air barrier systems.
Mr. Machniewski has been accepted as an expert witness relating to Building Code infractions
and assisted in the Commission of Inquiry following the Save-On-Foods building collapse in
Metrotown (Burnaby, BC).
A keen interest and broad range of experience in seismic restraint and upgrading of buildings to
comply with modern codes of practice led Mr. Machniewski to found Westcoast Seismic
Protection Co. Ltd. in 1989 and he was instrumental in bringing the first seismic actuated gas
shutoff valve to Canada.
He is heavily involved in building renovation and restoration as well as the approvals of
components such as window assemblies and stone cladding, especially with respect to seismic
adequacy and Building Code compliance. His extensive interest in materials technology is
reflected in his consulting work with regard to elastomeric coating systems and specialty thin
set mortars and grouts.
As a Building Envelope Specialist and Forensic Engineer since 1985, Mr. Machniewski has
been involved in the remediation and design of numerous Rainscreen and face sealed buildings
with cladding systems ranging from vinyl siding to stucco and EIFS systems. These have been
designed and constructed in British Columbia, Canada and Washington and Oregon states. To
