The 2008 City Elections Manual and associated forms are adopted by Oregon
Administrative Rule No. 165-020-0005.
Dear fellow Oregonian,
It is a pleasure to provide the 2008 City Elections Manual. This manual is prepared for use by city governing bodies,
city elections offi cials, candidates and chief petitioners in the conduct of elections. The purpose is to promote uniformity
in administration of elections for more than 240 cities in the State of Oregon.
New laws regarding campaign fi nance activity cover committees at both the local and state level. Local chief petitioners
will be required to fi le a Statement of Organization. All chief petitioner committees must now fi le their campaign fi nance
records electronically through our online reporting system, ORESTAR, which is used by all other political committees in
Oregon. This system is available free-of-charge to all committees and allows committees to fi le and amend Statement of
Organization, as well as fi le and amend campaign fi nance transactions.
Procedures are provided for city candidates, citizens interested in fi ling a city initiative or referendum petition, and
city governing bodies to follow during an election cycle. However, city election offi cials should check their charters
and ordinances for provisions that may impose different or additional requirements.
County election offi cials provide a copy of this manual to each city in their jurisdiction. The person responsible
for coordinating elections for a city should work closely with the county election offi cial. The Elections Division of the
Secretary of State’s Offi ce is also available to answer questions and assist in resolving problems.
