COMMERCIALIZATION OF WATER RESOURCES
I. Preliminary
In the history of human life, water has a very central position and is a guarantee of
sustainability of human life on earth and in this universe. Water whose existence is
mandated by the grace of God to be utilized should also be preserved for the sake of
human survival itself. So the management and control and ownership of water resources
should also be cultivated together.
Water is also very in touch with the right of a person's life so that water can not be
released within the framework of human rights. Recognition of water as a human rights
indicates two things: on the one hand is the recognition of the fact that water is such an
important requirement for human life, on the other hand the need for protection to
every person of access to safe water. Is necessary for the protection of the rights to water
positived be right, the highest in the field of human rights law.
Water has a social function, economy and environment are maintained and
implemented in a balanced manner. Therefore, water must be managed based on the
principle of balance of social, economic, and environmental, public benefit principle, the
principle of integration and harmony, the principle of sustainability, fairness, principle of
independence and the principle of transparency and public accountability.
Similarly, water is also a vital resource for all life. Water resources must be managed in
a holistic, integrated and friendly environment with the aim of realizing a sustainable
water resource benefits for the greatest prosperity of the people. Exploitation of water
resources and all of its carrying capacity is a reality that is happening, causing floods and
droughts. This happens because the water sources are no longer sustainable forest which is
one of them. Damage to forests is closely connected with the availability of water
resources.
