Air Pollution Control Officer
Amending Contract with the Mason Group, LLC for Legislative Services
Staff recommends that the Board:
Approve the attached resolution, which authorizes the Air Pollution Control
Officer to sign the amendatory agreement, in the sample form attached, on behalf
of the Sacramento Metropolitan Air Quality Management District (SMAQMD).
Direct the Clerk of the Board to distribute copies of the fully executed
amendatory agreement to the interested parties.
On January 17, 2006, the Sacramento Metropolitan Air Quality Management District
(SMAQMD) entered into an agreement with the Mason Group for legislative services and
advocacy. Objectives of Contract No. E2005036 included:
Protect current SMAQMD funding and acquire additional long term funding for
the Moyer and Particulate Matter programs.
Establish a permanent Sacramento region air district board member on the
California Air Resources Board
Advocate for programs and legislation to improve air quality consistent with the
SMAQMD Board adopted policies for state and federal legislation.
The SMAQMD entered into Contract No. E2005036 with the Mason Group after they
successfully responded to a Request for Proposals (RFP), which was released on December 14,
2005. The Air Pollution Control Officer signed the $50,000 agreement on behalf of the
SMAQMD consistent with Resolution No. 2001-056, which authorizes the Air Pollution Control
Officer (APCO) to sign agreements for services that do not exceed $50,000. Contract No.
E2005036 expires on December 31, 2006 and the SMAQMD will release another RFP for
legislative services in the coming months.
