Document: International Convention against Doping in Sport
Background: The 33rd session of the UNESCO General Conference
adopted on 19 October 2005 the International Convention against Doping
in Sport which enters into force on 1 February 2007. This document
provides a set of provisional Rules of Procedure for adoption by the
Conference of Parties to the International Convention against Doping in
Sport, preceded by an introduction on their preparation.

INTRODUCTION
1.
The General Conference, at its 33rd session, adopted on 19 October 2005 the
International Convention against Doping in Sport (hereinafter referred to as “the
Convention”) which enters into force on 1 February 2007, the first day of the month
following the expiration of a period of one month after the date of deposit with the
Director-General of the thirtieth instrument of ratification, acceptance, approval or
accession. The Convention establishes under its Article 28 the Conference of Parties as
the sovereign body of the Convention. Article 28.4 stipulates that the Conference of
Parties shall adopt its own Rules of Procedure.

According to Article 32.4 of the Convention, the UNESCO Secretariat shall prepare the
documentation of the Conference of Parties. The provisional Rules of Procedure
outlined below are based on the model of the Rules of Procedure of the General
Assembly of the States Parties to other UNESCO conventions, namely the 1972
Convention concerning the Protection of the World Cultural and Natural Heritage and the
