EMERGENCY MANAGEMENT PREPAREDNESS AND
ASSISTANCE COMPETITIVE GRANT PROGRAMS
PROGRAM DESCRIPTION
Under the Emergency Management Preparedness and Assistance Competitive Grant Programs,
the Florida Division of Emergency Management awards funds annually to eligible applicants for
competitively selected project proposals under two separate programs.
The Emergency Management Competitive Grant Program is designed to implement projects that will
further state and local emergency management objectives. Awards are capped at $200,000 per
project, and multiple project applications may be submitted.
The Municipal Competitive Grant Program is designed to implement projects that will enhance
emergency management objectives. Funds are specifi cally earmarked for municipalities only.
Awards are capped at $50,000, and only one entry per municipality per funding cycle may be
considered.
ELIGIBLE APPLICANTS
Under the Emergency Management Competitive Grant Program, eligible applicants are state or
regional agencies, local governments and private nonprofi t organizations.
Under the Municipal Competitive Grant Program, eligible applicants are legally constituted
municipalities that maintain an emergency management program and are signatory to the Statewide
Mutual Aid Agreement.
TYPE OF ASSISTANCE
Projects that will enhance emergency management and that are designed to be completed within
a 12-month contract period.
AVAILABLE FUNDING
Annual appropriation by the Legislature.
SOURCE OF FUNDS
Surcharge on homeowners’ and business owners’ insurance premiums.
APPLICATION PROCESS/DEADLINES
Open-application submission time periods are generally noticed in the Florida Administrative Weekly
in the fall each year.
MATCHING/OTHER REQUIREMENTS
A match is not mandatory; specifi c selection criteria and other guidelines are detailed in Rule Chapter
9G-19, Florida Administrative Code, and in the application packet.
