SUBJECT: The Health Data Warehouse
The purpose of this letter is to inform Federal Employees Health Benefits (FEHB) Program carriers
of the Health Data Warehouse (HDW) project. The HDW is an initiative to collect, maintain and
analyze claims data from FEHB carriers and pharmacy benefit managers (PBM).
One of the goals of the data warehouse is to enable OPM to approach the design and management
of Federal benefits in a more holistic way. For example, the data warehouse will facilitate OPM’s
effort to develop worksite wellness programs to improve Federal workers health and lower costs
over time. Determining the best approaches for these programs and their long term return on
investment requires careful analysis of the data captured in the data warehouse.
Implementation of the HDW will entail collection and maintenance of health plan and pharmacy
enrollee claims and encounter data; analysis support (including database design and links to
individual demographics, provider files, and other OPM maintained data sets); enrollment data; and
development of data warehouse applications that accommodate flexible queries and analytical
capability.
