PLAN COMMISSION MEETING MINUTES
January 9, 2008
Public Hearing @ 7:02 p.m. – The purpose of the hearing is to hear public comment regarding
the creation of an ordinance to create a moratorium on issuing permits for changeable copy
signs. The ordinance will direct the Architectural Commission to discontinue the acceptance
and review of all applications for changeable copyreader board and digital reader board signs
for a period of three months, with a potential 90-day extension. During the moratorium period,
the Plan Commission will consider amendments to the zoning regulations concerning these
types of signs.
Gallo stated this public hearing is for the creation of an ordinance, which requires a public
hearing, review by Plan Commission and approval by Common Council. This ordinance would
create a moratorium, which means the City would not accept applications for digital reader
board signage or changeable copyreader boards. The moratorium would last for up to three
months with an extension period of three additional months.

Public Hearing @ 7:05 p.m. – The purpose of the hearing is to hear public comment regarding
the application of Thomas Kapusta, requesting a conditional use permit for the operation of
Kapusta Brothers & Sons, an automotive repair and light duty service business, to be located at
202 E. Wisconsin Avenue. The subject property is currently zoned CC; Central Commercial
District. Section 17.206(4)(g) of the Zoning Ordinance allows for In-Vehicle Sales or Service,
which includes auto repair and maintenance, upon the review and approval of a conditional use
permit.
Gallo gave an overview of the Planner’s report. There were some concerns with the particular
use at this location.
Mike Herro, member of the LLC, Sandy Creek, gave a brief history of this property. Herro
stated that he did speak to Mr. Kapusta earlier in the day and he stated he was planning to
