2008
The ATC Program was introduced when the Commonwealth switched card
providers from American Express to GE MasterCard in 2005. The purpose of the
ATC Program is to ease the burden of an agency’s travelers by allowing the agency
to book and pay for the employee’s airline tickets using the ATC card. By the
agency booking and paying for the tickets, agencies can take advantage of possible
lower fares by booking flights farther in advance as well as the individual travel
cardholder would not have to use the State Travel card or personal funds for airline
purchases and have to wait until travel is completed for reimbursement. If you have
an ATC Card, it is because you are in a position where you will be processing
multiple airline transactions for your agency or department.
Only Airline purchases will approve on this card. If charges for hotel, car rental etc
are attempted on this card it will be declined.

Charge Card Administration
Your agency assumes ultimate liability for your ATC Card; therefore, you are not to
make any purchases on your card that are not related to official state business.
The ATC Card is set up to only approve Airline Charges; therefore, any attempts at
using the card for anything else will be denied by GE MasterCard.
