Title Of Immediate Supervisor: City Council/Mayor
Under the general administrative direction of the City Council and Mayor, provides leadership and direction
to the establishment of broad organizational goals and objectives and formulation of plans, policies and
programs to attain those goals and objectives. The incumbent directs the activities of senior level managers
responsible for multi-divisional departments and coordinates their activities to ensure the needs of the
community are served. This is a single level classification. It is not part of a series.
The primary mission of all employees is to provide the citizens of the City of Kennewick with the most
efficient and effective service possible. Salaries are paid by the taxes, revenues, and users fees collected
from the citizens of Kennewick. Each employee is expected to treat all people with the courtesy and
respect due them at all times.
1. Plans, organizes and administers city government including determining number of departments and
their functional responsibility, defining authority of staff, determining staffing levels and salaries,
allocating resources and the coordinating activities among the various departments.
2. Provides organizational leadership by directing the establishment of short term and long term
organizational goals within the broad policy directives of City Council and the formulation of appropriate
policies and programs to ensure their attainment.
