JOB SUMMARY
This position functions as a member of the County’s management team by managing and
directing the personnel and financial functions of the Budget and Finance Office. At the
direction of the County Administrator, supervises approximately five or more subordinate
professionals and clerical personnel engaged in the provision of Accounting and General
Ledger functions, including Payroll and Accounts Payable, as well as Financial Reporting
functions, including preparation of the County’s Comprehensive Annual Financial
Report. Responsible for the overall direction, coordination, and performance evaluation
of these functions. Manages these aspects of the County’s finances.
This position carries out supervisory responsibilities in accordance with the County’s
policies and applicable laws. Responsibilities include interviewing and recommending
employees for employment; training employees; planning, assigning and directing work;
evaluating employee performance; rewarding and disciplining employees; addressing
complaints; and resolving problems.
ESSENTIAL FUNCTIONS
Establishes short and long term departmental goals.
Develops plans to achieve goals and objectives.
Reviews departmental performance and develops solutions to address deficiencies or
non-compliance with plans.
Develops and presents policy recommendations pertaining to financial issues to the
County Administrator.
Provides assistance to the County Administrator in the development of long-range
financial plans.
Supervises all Accounting and General Ledger functions of the County, including Payroll
and Accounts Payable functions.
