Army Professional Military Education (PME)
Senior Service College Graduate Placement Program (SSC GPP) Mobility Agreement
Execution of the following agreement is required as a condition of application and selection for
PME/SSC. Army senior leaders recognize the importance of developing civilians for leadership
positions, and the premier educational experience for civilians is a PME/SSC education. It is
essential that the leadership skills and competencies of PME/SSC graduates be fully utilized to
maximize the Army's return on investment for the civilian workforce. To that end, the Vice Chief of
Staff instituted a policy of directed placement of civilian PME/SSC graduates in FY 2003. The policy
memorandum is found at http://cpol.army.mil/library/train/tld-060503.html. Centrally managed
post-training placement of civilian PME/SSC graduates, through a process parallel to that which
exists for military graduates, will enhance civilian leader development and increase Army's return on
investment for Army civilian PME/SSC graduates. This initiative will produce long-term benefits to
PME/SSC students, the Army, and the DoD.
