This paper will examine the strategies utilized by the Government of Trinidad and Tobago to attract
investment in energy projects in the context of the country being a small-island developing state.. The
paper will also trace the genesis and growth of the development of the energy industries in Trinidad
and Tobago. It will show how Trinidad and Tobago, a developing country, has been able to attract
substantial volumes of investment capital to the country, along with the varied economic benefits and
drawbacks that have been generated.
There will also be a look at the Government policies which have directed where these investment
funds have been channelled, with a particular focus on the natural gas sector along with future
prospects for further investment projects in the country. The results of the analyses will show the
outcomes of the combination of successfully applied Government initiatives which have resulted in a
diverse and very investor friendly investment climate for Trinidad and Tobago.
The exact nature of the strategic initiatives utilised by the Government of the Republic of Trinidad and
Tobago have been the subject of much enquiry and debate in the Latin American region. This paper
will present observations that attempt to describe how that process has emerged as a real tool for
attracting investors in the context of a burgeoning oil and gas industry in a small, developing state.
