Purpose
To prescribe the rules for using the Electric Staff system of
Safeworking in the Australian Rail Track Corporation (ARTC)
NSW Network.

System
principle
The Electric Staff system:
•
prevents rail traffic entries into occupied sections, and
•
is a bidirectional system used only on single lines outside Rail
Vehicle Detection territory.
Adjoining sections have different staff types. The correct staff is
the token for sole occupancy of a section.
Each staff for a section is marked with:
•
its identifying number, and
•
its type designation, and
•
the names of the locations at the ends of the section.
Network Control Officers must not authorise conflicting
occupancies or routes.
If the Electric Staff system of Safeworking fails, a method of
special working, other than manual block working, may be used.

System
description
Staffs are secured, or released for use, by Electric Staff
instruments.
Electric Staff instruments:
•
at unattended locations, must be switched to automatic
working, or
•
at attended locations, must be switched to ordinary working.
Only Train Controllers may authorise switching of Electric Staff
instruments.
The engineered system:
•
interconnects Electric Staff instruments at the ends of
sections, and at some intermediate locations, and
•
allows only one staff at a time to be out of the instruments.
A staff must be:
•
used in the correct section only, and
•
used for only one journey at a time, and
•
returned to an Electric Staff instrument before it is reused.
