n May 2007, President George W.
Bush announced a new eff ort to
develop an international framework
on climate change, energy security, and
economic growth.
On September 19, 2007, Secretary of
Commerce Carlos M. Gutierrez and En-
vironmental Protection Agency Admin-
istrator Stephen L. Johnson, along with
other senior U.S. government offi cials,
held a briefi ng for the business and
non-governmental organization (NGO)
communities on President Bush’s new
climate change initiative. At the brief-
ing, Jim Connaughton, chairman of the
Council of Environmental Quality, and
Dan Price, deputy national security ad-
viser for international economic aff airs,
spoke to the audience about the Major
Economies Meeting (MEM) on Climate
Change and Energy Security.
Also during the briefi ng, Gutierrez
explained that industry would have a
crucial role in the new climate change
process, particularly through the devel-
opment and deployment of clean energy
technology. Th e secretary noted that
U.S. clean and renewable energy exports
nearly doubled between 2002 and 2006
and that U.S. exports of environmental
technologies increased 55 percent dur-
ing the same period. Th at tremendous
growth is expected only to continue.
MEM was held on September 27 and
28, 2007, in Washington, D.C., and was
