Following a series of
capacity-building pro-
grams to demand
social accountability from
service providers at local
level, a number of NGOs are
being encouraged to apply
the social accountability tools
in order to promote citizen
monitoring of public service
delivery. During 2007, the
Commune Council Support
Project (CCSP) promoted a
refined social accountability
tool called the Citizen Rating
Report (CRR), patterned on
internationally highly acclai -
med rating reports, through
CRR trainings to national as
well as local-level NGOs.
The latest entrants
in this field are provincial
NGO networks on D&D
(decentralization and decon-
centration), which will be
implementing the tool, not
individually but under the
aegis of their network as part
of collective action for effec-
tive advocacy. The networks
that have planned to imple-
ment CRR this year are the
Siem Reap, Battambang,
Banteay Meanchey and
Kampong Chhnang provin-
cial NGO networks on D&D,
all newly established during
2007. As per plan, they will
cover four communes in each
of the four provinces an
