EMPLOYEE BENEFITS SPECIALIST
Under general supervision; performs technical and specialized work in the processing of
health benefits and liability claims; acts as liaison with the insurance carrier or third
party administrator in the claims process; advises and assists management and
employees with features of various insurance, benefits, and pension programs; and
performs a broad range of technical tasks related to assigned areas of responsibility;
and performs other duties as assigned.
This classification is distinguished as being at the division journey level and is
responsible for administering City pre and post tax employee benefits plans to provide
excellent benefits service to employees, retirees, and former employees to ensure
compliance with all applicable federal, state and local laws, and regulations, and a
variety of complex and detailed plan requirements.
EXAMPLES OF ESSENTIAL FUNCTIONS
Essential functions may include, but are not limited to, the following:
Provides advanced technical information and assistance to City employees,
retirees, providers, and third parties regarding various insurance programs such
as medical insurance, dental insurance, vision plan, prescription plan, disability
insurance, life insurance and flexible benefits plan; resolve problems and
complaints and assist in resolving complex problems.
Participates in the coordination and communication of the City’s employee
benefits programs including the annual open enrollment.
Reconciles billings for insurance premiums and employee medical claims,
resolving any problems with the provider, and forwards to the third party
administrator or accounts payable for payment.
Participates in ensuring that regulations and internal policies and procedures
regarding HIPAA (Health Insurance Portability and Accountability Act), COBRA
(Consolidated Omnibus Budget Reconciliation Act) insurance and the flexible
benefits plan are followed and i
