COMMISSION MEETING MINUTES
April 29, 2008
The Board of Davis County Commissioners met in the Commission Chambers of the Davis County
Courthouse, Farmington, Utah on April 29, 2008 at 10:03 a.m. Members present were Chairman Louenda H.
Downs, Commissioner P. Bret Millburn, Commissioner Alan Hansen, Clerk/Auditor Steve S. Rawlings, Chief
Deputy Civil County Attorney Gerald E. Hess, and Commission Office Manager Linda May.
Lewis Garrett, Davis County Health Director, led the Pledge of Allegiance. All were invited to stand
and join in.
Commissioner Downs announced the Davis Conference Center expansion ribbon cutting will be held
this coming Friday, May 2, 3:00 p.m. A recreation expo will open at 4:00 p.m. and will be available to the
public with free admission.
Maureen Womack, Davis Behavioral Health CEO, presented the #2008-108 Area Plan 2009 for
Substance Abuse and Mental Services for Davis County. DBH is the contract provider for the Davis County
Local Mental Health and Substance Abuse Authority. The Mission is to provide comprehensive, quality
behavioral health services to individuals, families, and our community. Based on Statute 62A-15-103, The
Utah State Division of Substance Abuse and Mental Health requires each Local Authority to submit a plan to
the Division by May 1, 2008. Each fiscal year the programs and implantation of such must be reviewed and
any necessary changes made. Within the plan are minor clarifications from the previous year. The targeted
population for mental health is Medicaid recipients and underfunded children and youth. The targeted
population for substance abuse and addictive disorders are pregnant women, women with children, IV users,
and therapeutic justice designated individuals. A voucher program was started last year where the clients
make the decision about how best to use their vouchers and spend them accordingly. It has been determine
