11108 CITY OF ISSAQUAH CLASSIFICATION DESCRIPTION DEPUTY CITY ADMINISTRATOR SUMMARY: A position in this class, under the direction and with the authority of the Mayor and the City Administrator, assists with direction, administration and coordination of the activities and functions of the various City officers, departments, commissions and boards in implementing the requirements of City ordinances and the policies of the City Council. Assures the effective and efficient utilization of City employees, funds, materials, facilities and time. Assists with directing and controlling the overall operations of the City to assure optimum services to the community. May provide direct oversight to departmental activities or staff, as appropriate. Represents the City to the community, State Legislature, Congress and other governmental agencies, as assigned. SCOPE: Reports to: Mayor and City Administrator Supervises: Department Directors Independently oversees and/or manages broad interdepartmental, intergovernmental, and public projects and communications in accordance with City or state policies, codes, or regulations under general direction from supervisor. Operates with appreciable latitude for independent actions commensurate with demonstrated ability and knowledge. Serves as City Administrator in his/her absence. WORK ENVIRONMENT: Work is performed primarily indoors with some travel to visit organizations and groups within the City. ESSENTIAL FUNCTIONS: • Assists with the development and implementation of short and long term plans to meet the goals and objectives of the City. Assists with overall City operations and recommends policy actions for City Council consideration regarding all aspects of City programs and services. Implements the policies established by the Council. • Assures efficient and responsible City operations by providing managerial leadership and direction when requested. Assists in designing and maintaining organizational structure and in establishing major operational objectives and monitoring progress. Works with department heads in developing administrative and departmental goals. • Manages and directs the development of special programs and projects of an interdepartmental, Citywide, intergovernmental and/or political nature. • Provides for citizen awareness of City goals and operations by maintaining close contact with citizens, responding to questions and making public presentations. • May review and approve or disapprove, selected hiring, terminations or changes in status of employment and pay for City employees; assumes full responsibility for such actions in the absence of the City Administrator. • May oversees preparation of the agenda for City Council meetings, consulting with the Council President and department heads as needed to identify appropriate issues to include on the agenda; reviews and approves staff reports and recommendations; assumes full responsibility for such actions in the absence of City Administrator. • Interfaces with City Council and City staff. Informs City Council of City program activities and events affecting City services. • Assists with preparation of the City's annual operating budget; assists in establishing administrative objectives for the budget and identifying budgetary constraints; evaluating budget proposals submitted by department heads, developing Administration's final budget recommendations for consideration by the Mayor and City Council, and as directed, making oral presentations at budget hearings regarding specific budget proposals. • Provides direction and input regarding appointment and evaluation of department managers; offers guidance and support. OTHER JOB DUTIES: • Assists the Mayor and City Administrator in the development, implementation, and coordination of policies and programs relating to publications, distribution of City program information, intergovernmental relations, and interdepartmental special studies. Counsels and assists other departments in matters relating to public relations and grants. • Meets with a wide variety of civic and business leaders and community groups regarding their concerns, program priorities, and City services. • Provides technical and administrative support for City boards, Council Committees, and/or commissions, researching data, drafting ordinances, and preparing reports. • Participates in employee selection activities by serving on interview teams and screening applicants to help promote selection of high-quality employees. • Directs the selection, supervision, training, and evaluation of assigned staff. Initiates salary and/or disciplinary actions as warranted. QUALIFICATIONS: Education and Experience: Bachelor's degree in public administration or related field, and seven years of progressively responsible management experience in public administration; Master's degree in public administration or related field is desirable; or any combination of education and experience, which would provide the applicant with the desired skills, knowledge, and ability, required performing the job. Licensing and Certifications: None. Knowledge, Skills, and Abilities: • Comprehensive knowledge of the principles and practices of municipal government management. • Thorough knowledge of effective managerial principles, practices and methods. • Thorough knowledge of organization, with regard to carrying out complex, multi-faceted services, including budgeting processes. • Considerable knowledge of short- and long-range planning processes. • Ability to communicate both orally and in writing, including public speaking and presentation skills. • Ability to develop and monitor work procedures and budget guidelines. • Ability to establish and maintain effective working relationships with the City Council, elected officials, government agencies, other employees, and the general public and to conduct negotiations. • Ability to develop, organize, and direct comprehensive citywide goals, objectives, and administrative operations and to provide oversight and diction to managerial staff.
