March 6th, 2025

Call To Order:
The Special Hurricane Recovery Update meeting of Driftwood Sands Condominium Association was
called to order at 4:00 p.m. by Board President Jack Berlin. The Secretary Art Mattiello, noted time as
4:00 pm. The meeting was held in the meeting room at 2618 Gulf Blvd, IRB and remote via Google
Meets.

Role Call:
Directors Present: President, Jack Berlin (R), Vice President, Lindsay Stuthers (R), Secretary, Art
Mattiello (L), Rob Pergolizzi (L), Mindy Burchard (L).

Notice for this meeting was posted on the condominium premise more than 14 days in advance of the
meeting date. Meeting notices were also sent via email to all owners, by order of the Board of
Directors and in compliance with Florida Statues. Proof of Notice is on file with the DWS Association.

Prior Meeting Minutes:
Motion made by Art Mattiello to approve meeting mins of Hurricanes Recovery Status Meeting on
February 4th, 2025, second by Board member Rob Pergolizzi, all in favor, motion carried.

Officers Reports:
Presidents Report: Report given by Board President Jack Berlin on the state of DWS Recovery.

Jack expressed his gratitude for the Board and the Community all working hard to restore
DWS.

Jack stated we are doing remarkably well with our finances.
o FEMA submitted their claim
▪ we are anticipating $60K, instead of the $20K
▪ won’t know until check comes in
o Surplus of $132,000 from the Parking lot bidding

o Deck should come in just over 65K, versus our budget of $60K
▪ Storm caused more damage
o Landscaping, storage doors, furniture biggest focus, over $50K
▪ We can afford it
o Thanks to Art, Ron, Jim for over 300 hours of volunteer work

o Were the Storage Doors order? Yes, we will check the status.

NEW BUSINESS:
FURNITURE DISCUSSION – Vice President Lindsay reported:
• Leslie Berlin reviewed pricing for a couple of options
o Refurbish all the furniture or Buy new for deck and keep old refurbish
o Decided to buy all new from Florida Industrial grade supplier
▪ Total Price $23,286 (50% down – 8 weeks delivery)
Motion made by Art to accepted Leslie’s recommendation to buy all new and cut a 50% check asap
was 2nd by Mindy, all in favor, motion carried. Jack will approve Community Financials to send 50%
payment to furniture supplier.

Motion made by Mindy, 2nd by Rob to sell the old furniture and use the proceeds for large shade
umbrella. All in favor, motion carried. Thanks Mindy!

Q&A
• Sherry asked what is status of Deck?
o Coming along, but with all the interruptions for Arnold, it’s taking longer.
• Hank asked questions regarding deck, frustrations felt and why decisions were made.
o Jack explained how we got here.
o Drawing and Plans emailed to all owners on December 9th, 2024
o
It was agreed upon during the June 14th 2024 meeting to award Arnold deck bid.
▪ Hurricanes changed the dynamics – we can’t go back.
• Mindy asked about the car ports.
o Two quotes are in the works.

President’s Report read by President of BoD Jack Berlin

March 6th 2025

Report to owners:

Let me run through this quickly, then take questions at the end.
Even though we made uneducated guesses after the hurricanes, we are doing remarkably well with
our finances. I had a whole speech prepared to discuss how we could come in within our budget by
shifting funds around, then the initial FEMA insurance report showed this past weekend, allowing us to
move the FEMA dollar expectation from $20,000 we had initially budgeted to $60,000 based on a
conservative reading of the claim report.
1. We have reserves currently of approximately $304,150 as of March 1. Contributing $9,000 / month.
2. The deck project looks to come in at just over $65,000 versus our pre-storm budget of $60,000. Pre
storm we thought we would have a superstructure to build upon. Helene had other ideas.
3. Of the $118,000 assessment, we have approximately $11,000 left to spend. But, including our
FEMA estimate of $60,000, we have just over $70,000 to spend - and hopefully we won't need to
spend all of that. Please note that until we cash the insurance check, we really do not know what this
final amount will be. We will keep everyone posted. It has been amazing to watch all the supplies and
parts expenses add up!
4. We have a surplus of $132,000 from the Parking Space auction after paying for the parking lot
paving, striping, wheel blocks and fence upgrades (though much of that money arrives over a two year
period). We believe this will more than cover the expense of an added carport.
5. Landscaping, storage doors and new furniture will likely cost around $50,000, which we now can
comfortably afford it appears.
6. Other budget items should show a surplus, as we have done little else than hurricane repair and
deck.
7. It looks like there should be a surplus by the time October budget season comes back around, and
if we dodge more hurricanes for a while, we will allocate the budget towards keeping our monthly unit
fees down, after making sure our Reserves are fully funded.
8. Please thank Art, Ron, and Jim for their countless volunteer hours. A lot of us volunteered some,
but they have given close to 300 hours between them. That's $1,000s of dollars in savings for our
community!
