<p>Technology Infrastructure Intelligent Transport Systems Neil Brailsford May 2012 Technology Capita Symonds Agenda: Introduction What is an Intelligent Transport System? Do we have any Intelligent Transport Systems? What does the Government and the Law say? What could an Intelligent Transport System of the future do? Summary Technology Introduction Neil Brailsford Director of Capita Symonds Technology; Over 25 years in the transport sector, focusing on technology; Co-author of a paper for the Transport Select Committee in 2012 entitled “Out of the Jam”; Member of the PIARC standards committee for road safety and the use of technology. Supporting The Prince Michael of Kent International Road Safety Awards Technology Infrastructure So what is an Intelligent Transport System? Technology Technology What is an Intelligent Transport System? Clearly, “Intelligent Transport Systems” means different things to different people. So, how can we define its function…. and ….how can we make it work? Technology What is an Intelligent Transport System? Attributes (1): Should help us get from our Start point to our Destination as fast as possible; Should help us get from our Start point to our Destination as safely as possible; Should cause us minimal inconvenience; Should be as economic as possible; Should impact upon the travel of others as little as possible; Should help economic growth. Technology What is an Intelligent Transport System? Attributes (2): Should cause minimal carbon foot print; Should impact on the environment as little as possible: building motorways, rail lines, etc Should meet or at least work towards Government targets and Legislation; Should be Multi Modal. MAYBE WE SHOULD ALL WALK ? Technology Creating and Intelligent Transport System Inputs: DATA AND STATUS COLLECTION: Weather; Traffic Volume (people, cars, etc.); Traffic Status (speed, direction, etc.); Trends; The Law; Growth Patterns. Technology Creating and Intelligent Transport System Outputs: INFORMATION: Control of Transportation; Bus; Rail; Underground; River; Air; Pedestrians. Technology Creating and Intelligent Transport System Technology Creating and Intelligent Transport System Aims: Reduce: Accidents; Fuel usage; Disruption (congestion). Increase: Usage of Greener transport methods; Awareness (giving a choice). Technology Infrastructure Do we have any Intelligent Transport Systems? Technology Intelligent Transport Systems or Not? In the UK (1): Transport for London (TfL): Multi Modal (air, road, rail, underground, DLR, river, bikes); Pedestrian and Cyclist enriched (being ‘green’); Smart payment (Oyster card); Congestion Charge; Low Emission Zones; Own Control Room/Systems. Technology Intelligent Transport Systems or Not? In the UK (2): Greater Manchester: Multi Modal (air, road, rail, tram, canal, bikes); Pedestrian and Cyclist enriched (being ‘green’); Smart payment; Own Control Room/Systems. Technology Intelligent Transport Systems or Not? Internationally (1): Delhi India: Multi Modal: (air, road, rail, bikes); Bus Rapid Transit System; Personal Rapid Transit System. Technology Intelligent Transport Systems or Not? Internationally (2): Delhi India: Not really ‘Green’ Technology Intelligent Transport Systems or Not? The Answer to the question is….. NOT!! Most likely we don’t have any real Intelligent Transport System as we know it today. We do have some components in some Cites but no where is yet complete. Technology Infrastructure What does the Government and the Law say? Technology The Law and the Government The Law On Pollution: UK Government, mandatory cap and trade scheme proposed to cut carbon emissions by 1.2 million tonnes of carbon per year by 2020. Local authorities are required to monitor the quantity of traffic flow and set targets for its reduction; the main power they have to do this is a Traffic Regulation Order (TRO) In areas where air pollution is high, known as Air Quality Management Areas (AQMA), local authorities can carry out random roadside tests Technology The Law and the Government The Law On Intelligent Traffic Systems: In simple terms, There isn't one. There is statutory requirement for Local authorities to develop transport plans In areas where air pollution is high, known as Air Quality Management Areas (AQMA), local authorities can carry out random roadside tests There is no legal requirement to join up all the local systems Technology Infrastructure What could Intelligent Transport Systems of the Future do? Technology Intelligent Transport Systems of the Future In Car Systems: Anti Collision systems (reactive; quicker than a driver); Automatic speed limit control (GPS or Bluetooth triggered); Pedestrian and Cyclist detection and avoidance; In Car Smart payment for fuel, tolls, parking; Reserved spaces in public car parks; Automatic congestion avoidance; Self Parking; CCTV Cameras (monitoring the driver). Technology Intelligent Transport Systems of the Future The Car: Electric; Hybrid; Low emission; Remotely controlled; ??????. Technology Intelligent Transport Systems of the Future Technology Intelligent Transport Systems of the Future The Technology 1: CCTV; ANPR; Bluetooth; GPS; Radar; Freeflow Toll systems. NOTHING NEW, just using it in a different way Technology Intelligent Transport Systems of the Future The Technology 2: Technology Intelligent Transport Systems of the Future What's stopping us having the Future now ? NOTHING ! Just us! Institutional and legislation issues; Public opinion (Big Brother). Technology Infrastructure Summary Technology Summary We do not have any TRUE Intelligent Transport Systems they all stop short Most ITS systems are stand alone within a city and do not engage with the greater environment We have the technology to do it today, but it unlikely to happen just yet. Can be seen as Big Brother Very little research is being done into the BIG PICTURE ITS needs to be truly Multi Modal The Government leaves the delivery to Local Authorities Technology Infrastructure Thank You Any Questions? </p>
