things to different people.   
So, how can we define its function….

  Should help us get from our Start point to our Destination as fast as 
possible;

  Should impact upon the travel of others as little as possible;

Most likely we don’t have any real Intelligent Transport System  
as we know it  today. 
We do have some components in some Cites but no where is yet 
complete.

 The Law On Pollution: 
  UK Government, mandatory cap and trade scheme proposed to 
cut carbon emissions by 1.2 million tonnes of carbon per year by 
2020. 
  Local authorities are required to monitor the quantity of traffic 
flow and set targets for its reduction; the main power they have to 
do this is a Traffic Regulation Order (TRO) 
  In areas where air pollution is high, known as Air Quality 
Management Areas (AQMA), local authorities can carry out 
random roadside tests

  Automatic congestion avoidance;  
  Self Parking;  
  CCTV Cameras  (monitoring the driver).

  Very little research is being done into the BIG PICTURE

ITS needs to be truly Multi Modal  
  The Government leaves the delivery to Local Authorities
