Case, Standards Executive U.S. Nuclear Regulatory Commission M/S 10M5 Washington, DC 20555-0001 Subject: Letter of notification of ANSI approved standards for NRC review and potential endorsement Dear Mr. Case: The American Nuclear Society (ANS), a standards development organization under the auspices of the American National Standards Institute (ANSI), is pleased to provide you with electronic copies of ANS standards that have been recently approved by ANSI. We request that these standards be reviewed by NRC staff and considered for endorsement to facilitate use in the regulatory process. Accordingly, please feel free to distribute the electronic copies to your staff as necessary. If one or more of these standards are found to merit application in the regulatory framework, we would very much appreciate your informing us so we can update our records. Recently approved standards include the following: ANSI/ANS-2.15-2013, “Criteria for Modeling and Calculating Atmospheric Dispersion of Routine Radiological Releases from Nuclear Facilities,” (new standard) received ANSI approval on February 27, 2013. The standard establishes criteria for evaluating the atmospheric effects of routine radioactive releases at or beyond the facility site boundary. The criteria incorporate the numerous advances in technical capabilities, computer technology, data access, and information sharing. NRC Representatives on Working Group: B. Harvey & M. Mazaika ANSI/ANS-3.4-2013, “Medical Certification and Monitoring of Personnel Requiring Operator Licenses for Nuclear Power Plants,” (new standard) received ANSI approval on April 29, 2013. This standard defines the medical and psychological requirements for licensing of nuclear power plant reactor operators and senior operators. It also addresses the content, extent, methods of examination, and monitoring during the term of the license. NRC Representatives on Working Group: H. Peterson & C. Revelle ANSI/ANS-10.7-2013, “Non-Real-Time, High-Integrity Software for the Nuclear Industry―Developer Requirements,” (new standard) received ANSI approval on March 18, 2013. This standard provides minimum requirements for assurance that high-integrity software developed for use by the nuclear industry meets state of the practice expectations for quality. The requirements in this standard are specified for development of high-integrity software. The intent is to set a minimum level of quality assurance and critical technical process requirements to satisfy due diligence. NUREG/CR 6263, from which many of the requirements of this standard are derived, were developed for application to nuclear power plants and this standard is primarily applicable to nuclear power plants and other nuclear facilities and operations with similar high consequences and hazards. Orechwa Page 2 ANSI/ANS-15.21-2012, “Format and Content for Safety Analysis Reports for Research Reactors,” (revision of ANSI/ANS-15.21-1996; R2006) received ANSI approval on April 24, 2013.This standard provides the criteria for the format and content for safety analysis reports for research reactors. NRC Representative on Working Group: A. Adams The following American National Standards were recently reaffirmed* (reapproval without any changes): ANSI/ANS-5.10-1998 (R2013), “Airborne Release Fractions at Non-Reactor Nuclear Facilities,” (reaffirmed 1/15/13) ANSI/ANS-15.1-2007 (R2013), “The Development of Technical Specifications for Research Reactors,” (reaffirmed 4/24/13) ANSI/ANS-15.8-1995 (R2013), “Quality Assurance Program Requirements for Research Reactors,” (reaffirmation of ANSI/ANS-15.8-1995 (R2005)) *Copies of recently reaffirmed standards available upon request. If you have any questions or would like hard copies of these standards, feel free to contact me or Ms. Pat Schroeder, ANS Standards Administrator, by telephone at 708-579-8269 or by e-mail at pschroeder@ans.org.
