E BMUD’s Contract Equity Program received
Congressional Recognition from U.S. Con-
gresswoman Barbara Lee for its 25th Anniver-
sary. The Program has successfully promoted diverse
contracting opportunities throughout our community.
In 1984 EBMUD’s Board of Directors created the
Minority Business Enterprise Program to encourage
a business environment that provides greater con-
tracting opportunities for all segments of the com-
munity. In 1998 the program further expanded its
outreach efforts and became known as the Contract
Equity Program. In 1984 only 2% of all contract
awards went to minority businesses. Twenty-five
years later, 34% of EBMUD contracts were awarded
to minorities and women. Over this span of time
the District has awarded a total of $620 million in
contracts to minorities and women.
Congresswoman Lee also honored longtime Con-
tract Equity Administrator, Beverly Johnson for her
strong leadership. Ms. Johnson has managed the CE
Program for 22-1/2 years and has assisted numerous
businesses in their efforts to obtain contracts. She
continues to work diligently in promoting economic
diversity and business development for all firms.
