One billion people live in countries without reliable
health data. Each year, half of all deaths go
unrecorded and 36 million babies are born without
registration.
Nearly 50% of women in low-
income countries lack proof of
identity due to missing birth
records—shutting them out of
education, healthcare, and legal
protection.
The Global Health Advocacy Incubator tackles these challenges with legal and policy
reforms that build strong, sustainable health data systems worldwide.
GHAI's approach includes legal reviews, reform
support, budget guidance, and funding local
advocates to build public + political demand.
Thailand adopted new birth reporting rules. Cambodia
passed a digital registration law. India issued its first
gender-aligned birth certificate. Change is happening.
Over a decade, GHAI has helped pass health policy wins reaching 4 billion people in 32 countries—
building local capacity for lasting, systemic change.
