Sub: Constitution of expert Group for review of selection process in SSC.
Since its inception in November, 1975 the Commission’s mandate
has been periodically enlarged to make recruitment to Group `B’ posts, some
Group `C’ technical posts, etc. However, no systematic review of the functioning,
practice and procedures of the Commission has been undertaken with the help of
experts in the last decade to examine whether any changes are required in the
formats of recruitment examinations.
2. The Commission has an impeccable record in conduct of examinations and
enjoys total confidence of job aspirants across the country due to impartiality,
objectivity and efficiency in its recruitment processes. There is, however, an urgent
need for appraisal of present selection processes with a view to meet the
requirements of the User Offices within reasonable time and to examine the
feasibility of application of current levels of technology to lend further objectivity to
the recruitment process. Appraisal of selection processes followed by the
Commission have now acquired an urgency in view of the recommendations
made by the Second Administrative Reforms Commission on Group `B’ and Group
`C’ services. The 6th Central Pay Commission has recommended amalgamation
of Secretariat and Stenographers’ cadres, inter-alia expressing the view that no
justification exists for maintaining a distinct Stenographer Cadre in any
Government office and that the emphasis should be on recruiting multi-skilled
personnel to be designated as Executive Assistants. While amalgamation of
cadres will be an administrative matter of various Government offices, the
challenge to SSC will lie in selecting appropriate multi-skilled candidates for the
post of Stenographers so that re-designation and merger of cadres would be
facilitated in future.
3. The levels of application of current technology such as
